3. Formulating a strategy: key questions

In order to formulate a strategy, and secure  the kinds of benefits set out in Section 2, any organisation must think hard about some key questions, which may be summarised as ‘where are we now?’ and ‘where do we want to be and how might we get there?’. In this section, we consider the major issues that arise under each of those major questions. We consider the processes through which such questions can be addressed in Formulating a strategy: processes and procedures.
